Research report

Global

The report explores how artificial intelligence (AI) is rapidly transforming urban environments, from streets to airports, offering new opportunities to improve services, planning, and governance. It highlights risks associated with AI, including bias, privacy violations, and potential human rights concerns. Produced by UN-Habitat in collaboration with Mila – Quebec AI Institute, it provides guidance, frameworks, and tools for responsible AI deployment in cities. The approach emphasises people-centred, inclusive, safe, and sustainable urban development, aligned with the UN Universal Declaration of Human Rights and SDG 11. It also underscores the crucial role of local and national governments in building infrastructure, capacity, and regulatory frameworks to ensure AI benefits all residents while supporting equity, safety, and sustainability.

This report is part of UN-Habitat’s strategy for guiding local authorities in realizing a people-centered digital transformation process in their cities and settlements.

UN-Habitat’s collaboration with Mila - Quebec Artificial Intelligence Institute produced this paper on AI & Cities exploring potential applications and discussing risks to assist governments in the appropriate and responsible use of AI in cities. As part of the paper, practical recommendations are also presented as well as areas of action to consider when developing an AI strategy.
