The Circular City Actions Framework is a practical guide developed by ICLEI and partners to help cities transition from a traditional“take–make–waste” linear economy to a circular economy, where resources are reused, recycled, and kept in use for as long as possible. It outlines how local governments can redesign urban systems, such as production, consumption, and waste management, to reduce environmental impact, lower emissions, protect ecosystems, and improve social equity. The framework provides five key action strategies -rethink, regenerate, reduce, reuse, and recover, which guide cities in implementing practical, system-wide changes by working with communities, businesses, and institutions. Overall, it is about enabling cities to become more sustainable, resilient, and resource-efficient while supporting inclusive urban development.
