This policy brief examines how the principles of a Just Urban Transition (JUT) can be integrated into informal settlement upgrading in South Africa. Developed by the Isandla Institute and the Cities Support Programme (CSP) of the National Treasury, the brief draws on stakeholder engagements conducted between 2025 and 2026. It proposes an urban reform agenda that links informal settlement upgrading with climate resilience, sustainable livelihoods, governance reform, and investment planning. The brief argues that upgrading programmes should not focus solely on improving physical infrastructure but should also address social, economic, and environmental vulnerabilities to ensure more equitable, inclusive, and climate-resilient urban development.
