Engaging youth in disaster risk reduction and management in the Southern Africa Development Community (SADC)

This policy brief focuses on the role of young people in disaster risk reduction and management (DRRM) within the Southern Africa Development Community (SADC), highlighting both their vulnerability to climate- and human-induced disasters and their potential as key partners in building resilience. While SADC governments have committed to a societal approach through the Sendai Framework for Disaster Risk Reduction, youth have often been seen primarily as a group needing protection rather than as active contributors. Yet, with their technological expertise, entrepreneurial drive, and innovative mindsets, youth aged 12–24 can significantly enhance preparedness, response, and adaptation efforts across the region. The brief examines current levels of youth engagement and outlines opportunities to strengthen and expand their meaningful participation in DRRM, positioning them as equal partners in shaping sustainable and resilient futures.
