This policy toolkit serves as a practical guide to help lawmakers, civil society, and advocates embed carbon justice into national climate legislation. It emphasises that climate laws must not only reduce carbon emissions but do so in ways that are equitable, inclusive, and rooted in justice. The toolkit outlines legal strategies, guiding principles, and sample provisions that promote procedural, distributive, and restorative justice ensuring that affected communities, especially those historically marginalised, are meaningfully involved in decision-making and benefit from climate action.
