This Policy Framework for Disaster Risk Management in South Africa is a national guideline that gives effect to the Disaster Management Act (2002) and aligns South Africa with international agreements like the Sendai Framework for Disaster Risk Reduction (SFDRR). It responds to the country’s high levels of disaster risk caused by extreme weather, rapid urbanisation, socio-economic inequality, civil unrest, pandemics, and environmental degradation.
The framework aims to reduce vulnerabilities and strengthen resilience by promoting integrated, coordinated, and developmental approaches across all spheres of government, civil society, and the private sector (PDF,4.01MB). It is structured around four Key Performance Areas (KPAs)—(1) institutional arrangements and cooperative governance, (2) risk monitoring and assessment, (3) disaster risk reduction planning and implementation, and (4) preparedness, response, recovery, and rehabilitation. These are supported by three enablers: (1) information management and communication systems, (2) education, training, public awareness and research, and (3) funding mechanisms.
In essence, the framework shifts disaster management in South Africa away from being reactive (only responding after disasters) toward a risk reduction and resilience-building approach, ensuring uniformity, cooperation, and effective implementation across national, provincial, and municipal levels.
