Unpuzzling Africa’s migration governance landscape

This report explores the fragmented and complex nature of migration governance across Africa, where overlapping international, continental, regional, and national policies hinder cohesive implementation. It argues that while migration is increasingly recognised as vital for development, regional integration, and livelihoods, inconsistent policy alignment and weak enforcement limit its potential. The authors call for harmonised frameworks, stronger political will, and improved coordination among stakeholders to promote safe, orderly, and regular migration, framing migration not as a threat but as an opportunity for growth and cooperation across the continent.
