This report delves into the persistent challenges facing South Africa, including inequality, high unemployment, poverty, and illiteracy. To combat these issues, a multi-stakeholder effort is required, with a spotlight on the construction sector, a major employer of unskilled labour. Recognising the potential for impactful change, the Development Action Group focuses on empowering emerging contractors.

In parallel, South Africa faces a substantial demand for affordable housing, with a backlog of 2.3 million units. The state alone cannot meet this demand, necessitating an innovative approach that involves emerging contractors and micro-developers. The Development Action Group advocates for well-located rental solutions, particularly targeting the growing backyarding trend. The Contractor Developer Academy provides essential support to enhance the quality of rental housing, benefiting landlords and backyard tenants. Emerging developers are constructing small-scale, affordable rental units that offer a safer and more dignified housing option, contributing significantly to solving South Africa's housing challenges and reducing inequality.
