Co-creating Climate-Informed Economic Pathways for South Africa’s Just Transition
This case study examines how South Africa can plan for a low-carbon future while addressing persistent inequality and economic uncertainty. The project, led by the Presidential Climate Commission (PCC) and partners, used a participatory scenario-planning approach that combined technical climate and economic modelling with extensive stakeholder engagement involving government, business, labour, civil society, youth, and faith-based organisations. The initiative developed climate-informed economic scenarios and pathways to 2050, identified "no-regret" policy actions, and produced practical guidance for decision-makers. The case study finds that inclusive, stakeholder-informed planning can strengthen the legitimacy, relevance, and effectiveness of climate policy while helping policymakers navigate uncertainty. The project's outputs are already informing national planning processes in energy, transport, air quality, and long-term climate strategy development, supporting South Africa's Just Transition agenda.
