This guidebook is designed to support rural communities in understanding and embarking on the journey of becoming "smart villages" (PDF, 6.13MB)." It is particularly aimed at:

  1. Rural communities that want to transition into smarter, more innovative, and sustainable villages.
  2. Organisations or individuals supporting rural communities in this transformation.
  3. Anyone interested in learning about the concept of smart villages—what "smart" means in this context and how it applies to rural areas.

The guidebook is based on insights and experiences from the Smart Rural 21 project, a two-year initiative that worked with 21 diverse rural communities across Europe to develop and implement smart village strategies. Additionally, it engaged over 100 other rural communities through exchanges and capacity-building initiatives.


While the guidebook is not a complete toolkit, it provides:

  • A framework for understanding the smart village concept.
  • Key lessons, insights, and recommendations from the Smart Rural 21 project.
  • Resources to help communities begin their transformation journey.

Essentially, it serves as a starting point for rural areas interested in leveraging innovation, collaboration, and technology to address their unique challenges and opportunities.
