This document contains the finalised guideline standards for the DRDLR project on Developing Differentiated Rural Norms and Standards for Access to Rural Services project undertaken by the CSIR in 2015 and 2016. The provision guidelines have been refined, updated and finalised through the following processes:

  • Testing of the robustness of the guideline standards through case studies were undertaken in four areas of South Africa;
  • A series of consultations with stakeholders across government sectors and experts in the provision of social facilities;
  • Input obtained after the presentation of the guideline standards and their circulation at the DRDLR Interdepartmental Workshop held on 25 February 2016.
