This report evaluates how effectively the South African government is fulfilling its constitutional obligation (PDF, 1.02 MB) under Section 26 to progressively realise the right to adequate housing. It provides a human rights-based framework to assess housing policies, budget allocations, and implementation performance at national and provincial levels. The report identifies key challenges such as under-expenditure, persistent informal settlements, and inadequate monitoring mechanisms, and it proposes specific indicators to measure progress and hold the state accountable. It aims to support policymakers, oversight bodies, and civil society in advocating for improved and equitable housing delivery across the country.
