Council for Scientific and Industrial Research, Municipal Capability & Partnership Programme

Africa

This article highlights the Anglo American Municipal Capability and Partnership Programme (MCPP), a collaborative initiative co-led by Anglo American and the CSIR. The MCPP supports municipalities in mining-linked regions to move from capacity-building to achieving tangible results in service delivery, infrastructure, and local economic development. Through peer learning, coaching, and integrated technical support, the programme enables municipalities to strengthen planning, budgeting, and operations while fostering collaboration between government, industry, and communities.

Reflections from the recent peer-learning event in Pretoria showcased how participating municipalities have improved governance, coordination, and functionality despite complex challenges. Implemented since 2020 with multiple partners including government departments, universities, and development organisations, the MCPP demonstrates how results-oriented collaboration can build institutional resilience and collective impact, offering valuable lessons for South Africa’s evolving local governance framework.
