This study explores how poverty reduction can be integrated into local government planning and practice in South Africa, focusing on the Cape Metropolitan Area (PDF, 327MB). It examines the country’s shift toward developmental local government and critiques the limited national approach that links poverty reduction mainly to basic service delivery and income generation. The paper highlights how financial constraints, institutional restructuring, and limited capacity hinder these efforts. Drawing on local and international experience, it proposes a broader, integrated policy framework that positions municipalities as key actors in promoting sustainable development, social inclusion, and participatory governance.
