This paper provides an overview of the concept of Smart Cities in a global, African, and South African context. It maps a few international and national initiatives as well as initiatives framed by Smart Cities. The centrality of ICT in Smart City development is shifted to providing services that support a sustainable and inclusive city. The City of Johannesburg provides an empirical study that could inform the development of Smart Cities in other regions in South Africa. Finally, the study provides guidelines for the DBSA to strengthen its support of the Smart City Initiative in South Africa.
