The guide outlines common barriers faced by SMMEs, including limited access to finance, capacity constraints, and exclusion from procurement processes, and offers practical solutions such as unbundling contracts, mentorship programmes, and targeted enterprise development. By aligning with policy frameworks like Broad-Based Black Economic Empowerment (B-BBEE) and the Preferential Procurement Policy Framework Act (PPPFA), the guide helps create a more inclusive, competitive, and sustainable construction sector.
