This guidance note provides supplementary guidance for integrating urban adaptation, informal settlements, and nature-based solutions (NBS) into the National Adaptation Plan (NAP) process. It draws on UN-Habitat’s experience with programmes like RISE UP and PSUP to offer practical approaches for scaling local urban climate actions to the national level. The publication targets national and sub-national decision-makers, aiming to strengthen multilevel planning by linking local priorities particularly in informal settlements to national adaptation strategies. Overall, the guidance helps governments identify urban climate vulnerabilities and embed them effectively in national adaptation planning.
