The City and Citizens Co-creating the Hammanskraal CBD Safety Plan

In 2023, the South African Cities Network (SACN) initiated a project to design a precinct-based safety plan for the Hammanskraal CBD, engaging the community and stakeholders to co-create holistic crime prevention strategies. Mbumba Development Services and Planact were appointed to lead this 11-month process, which included analysing safety conditions, stakeholder engagement, forming a community reference group, developing safety interventions, and publicly launching the plan alongside local police. The resulting reports and resources document this journey to guide other cities in similar safety planning efforts.
This report documents a collaborative effort between the City of Tshwane and the residents of Hammanskraal to develop a community-driven safety plan for the CBD. It outlines the participatory processes used to engage local stakeholders, including workshops, dialogues, and walkabouts, to identify safety concerns and co-design practical interventions. The report emphasises the importance of inclusive governance, local knowledge, and partnership in addressing urban safety challenges. It highlights the outcomes of the process, such as increased community ownership, trust-building, and context-specific solutions, while also reflecting on the lessons learnt to inform future co-creation initiatives in urban safety planning.
