Tracking the Backlog
CSP Titling Project Launches Title Deed Dashboard
The CSP Titling Project has launched an online dashboard that, for the first time, provides a structured quantification of South Africa’s title deed backlog. The dashboard disaggregates the backlog into township establishment backlogs and beneficiary administration backlogs, using data derived from cadastral records, approved general plans from the Office of the Surveyor-General, property ownership records from the Deeds Office, and Google Footprint data. It enables users to analyse backlog data at national, provincial, municipal, and township levels through drill-down functionality. A separate section presents Deeds Office transfer data, allowing users to track transfers within backlog projects across different geographic scales. The project is currently collaborating with the City of Ekurhuleni, Gauteng Human Settlements Department, and the City of Johannesburg to refine backlog estimates and develop a replicable methodology that can be applied across metros and municipalities nationwide, while also encouraging engagement from other municipalities to improve the accuracy and usefulness of the data.
