Tracking the Backlog

The CSP Titling Project has launched an online dashboard that, for the first time, provides a structured quantification of South Africa’s title deed backlog. The dashboard disaggregates the backlog into a number of segments, using data derived from cadastral records, approved general plans from the Office of the Surveyor-General, property ownership records from the Deeds Office, and Google Footprint data. It enables users to analyse backlog data at national, provincial, municipal, and township levels through drill-down functionality. A separate section presents Deeds Office transfer data, allowing users to track transfers of subsidy properties across different geographic scales. The project is currently engaging with metropolitan municipalities to refine the methodology as well as backlog estimates, while also encouraging engagement from officials and other interested parties to improve the accuracy and usefulness of the data.
