UN-Habitat’s Strategic Plan 2026–2029

UN-Habitat’s Strategic Plan 2026–2029 is a bold response to the global housing crisis, which affects nearly 2.8 billion people worldwide. Housing is more than shelter – it is a human right and a foundation for dignity, health, opportunity, and sustainable development. Yet, one in four people lives in informal settlements or slums, and over 300 million are homeless. Without urgent action, this crisis will continue to undermine efforts to achieve the Sustainable Development Goals (SDGs) and the New Urban Agenda.
 

Building on over five decades of experience, the Strategic Plan places housing, land, and basic services at the heart of sustainable urbanisation. It focuses on three interconnected impact areas:

• Inclusive and equitable prosperity for poverty eradication – Adequate housing provides stability, unlocks opportunities, and drives economic growth.
• Environment and climate action – Sustainable housing design, land use, and planning can cut emissions and strengthen resilience to climate impacts.
• Preparedness, response, recovery and reconstruction – Adequate housing and services are essential for supporting displaced populations and enabling long-term recovery from crises.

The plan sets out five priorities to drive change: integrated urban and territorial planning; participatory multilevel governance; knowledge, data, and capacity development; partnerships and advocacy; and effective resource mobilisation.
 

Through this strategy, UN-Habitat supports Member States to localise solutions, strengthen governance, and foster innovation. It builds on renewed global commitments, including the establishment of the Open-ended Intergovernmental Working Group on Adequate Housing for All and the Pact for the Future, which call for universal access to adequate, safe, and affordable housing.

By placing housing at the centre of policy and investment, the Strategic Plan aims to create a virtuous cycle that lifts people out of poverty, drives climate action, and builds inclusive, resilient communities.
