What Data Is Needed for Cities to Thrive?
Insights from SEAD‑SA and the UK Office for National Statistics
This report summarises a SEAD‑SA (Spatial Economic Activity Data – South Africa) workshop held in March 2024 that focused on what kinds of data cities need to thrive, particularly to support inclusive, evidence‑based economic decision‑making at municipal level (PDF, 778KB). It explores how granular, spatially disaggregated administrative data especially tax data can help cities better understand local economies, jobs, inequality, and investment patterns, drawing lessons from the UK Office for National Statistics (ONS) experience. The report documents discussions on data gaps in South Africa, the benefits and risks of using administrative and “big” data, and the need for stronger data integration, governance, capacity‑building, and trust across institutions. Central to the report is the role of SEAD‑SA’s Spatial Tax Panel and data portal, the establishment of a Community of Practice, and a longer‑term vision for an integrated national data ecosystem that enables cities to plan, monitor, and evaluate policies more effectively in support of vibrant, inclusive urban economies.
