International Guidelines on PeopleCentred Smart Cities
The International Guidelines on People-Centred Smart Cities provide a non-binding global framework to help national and local governments use digital technologies to improve quality of life while advancing sustainability, resilience, inclusion and shared prosperity. Anchored in human rights and aligned with the New Urban Agenda and the 2030 Agenda, the guidelines emphasise that technology is a means not an end and must be designed for and with people. They are structured around four core principles (shared prosperity; sustainability, resilience and crisis response; community participation and collaboration; and human rights, equity and inclusion) and four key enablers (governance and regulation; digital public infrastructure, data and services; digital literacy and skills; and procurement and financing). Together, these guide cities to close digital divides, strengthen participatory governance, protect data and privacy, build local capacity, and ensure that smart city initiatives are inclusive, ethical, scalable and responsive to local contexts.
