Led by FSD Kenya in partnership with CAHF, this initiative aims to enhance the policy, legal, and institutional framework governing affordable housing in Kenya. Muriuki Muriungi and Seeta Shah conducted a comprehensive review, analysing over 140 statutes, policies, regulations, and 48 cases, resulting in a report structured around four key aspects: Land assembly, Physical Planning, Construction and Maintenance, and Financing.

The report highlights the intricate and fragmented nature of Kenya's housing regulatory landscape, leading to prolonged and costly housing delivery processes. It stresses the need for improved coordination among government departments at national and county levels to streamline approvals and reduce investment risks. Moreover, FSD Kenya and CAHF have launched an online platform to make the report accessible for ongoing review and engagement, encouraging stakeholders to contribute commentary, share relevant cases, and provide updates to ensure its relevance and effectiveness in addressing challenges within Kenya's affordable housing sector.
