The report presents a case study on Stellenbosch Municipality’s adoption of an Inclusionary Zoning Policy in June 2023 (PDF, 9.90 MB), making it the second municipality in South Africa to implement such a policy. The policy introduces a land-use planning tool that requires or incentivises private developers to include affordable housing within new residential or mixed-use developments in well-located urban areas. The report highlights the policy objectives, such as promoting spatial transformation, social inclusion, and equitable access to housing opportunities.
