Towards a Transformative Innovation Policy (TIP) Research Agenda

This research report explores the development of Transformative Innovation Policy (TIP) as a new approach to science, technology, and innovation (STI) policy aimed at addressing complex societal and environmental challenges such as inequality, climate change, and sustainability. Drawing on discussions held between 2018 and 2019 among over 100 scholars and policymakers, it examines the conceptual, contextual, and operational dimensions of TIP, highlighting the need for systemic, inclusive, and experimental approaches to innovation policy. The report emphasises that transformation requires collaboration across diverse actors and governance levels, moving beyond traditional economic objectives to promote social and environmental well-being. It concludes by advocating for strengthened knowledge infrastructures, participatory governance, and continued transdisciplinary collaboration through the Transformative Innovation Policy Research Network (TIPRN) to advance this emerging paradigm in research and practice.
