This article explores how emerging economies can design and implement innovation policies that go beyond economic growth to drive social and environmental transformation. It argues that traditional science, technology, and innovation (STI) policies are inadequate to tackle complex challenges such as inequality, unemployment, and sustainability. Instead, it proposes Transformative Innovation Policy (TIP) -an approach that seeks systemic change through inclusive, mission-oriented, and experimental strategies aligned with local contexts. The article highlights the importance of institutional learning, stakeholder participation, and context-sensitive governance to ensure that innovation contributes to sustainable and inclusive development in emerging economies.
