This toolkit is designed to help cities use law and urban planning to address climate change. It focuses on building legal and policy frameworks that enable effective implementation of the Paris Agreement at the city level. Developed by UN-Habitat in collaboration with the Commonwealth Secretariat, UNEP, and UNFCCC, the Urban Law Module provides guidance on governance, urban and territorial planning, adaptation and mitigation strategies, and economic and non-economic instruments for climate-friendly urban development. Essentially, it aims to transform urban areas into climate-smart, resilient, and low-emission spaces by integrating legal, planning, and policy tools into city management.
